You must have a VA service-connected disability rating. There is no minimum percentage — even a 0% rating can qualify if it creates an employment handicap.
Your service-connected disability must create a barrier to obtaining or maintaining suitable employment. This is the core requirement — and it's broader than most veterans assume.
Honorable or General Under Honorable Conditions discharge. OTH discharges may be eligible for upgrade. Active duty IDES/LDES participants also qualify.
You must apply within 12 years of your discharge date or the date VA notified you of your service-connected disability rating — whichever is later. Exceptions exist for serious employment handicap.
VR&E provides 48 months of entitlement. If you previously completed a VR&E program, you may have exhausted your entitlement — but SEH determinations can extend it.
An SEH determination can extend your entitlement period, override the 12-year window, and expand what VR&E will fund. Many veterans qualify for SEH without knowing it.
Service members in the Integrated Disability Evaluation System may apply for VR&E before separation, giving them a head start on the process.
You cannot receive VR&E and GI Bill benefits simultaneously for the same period of enrollment. However, VR&E eligibility is completely independent of your GI Bill usage history.
VR&E requires that your vocational goal be feasible — meaning the labor market supports it and your disability doesn't prevent you from performing it. Counselors assess this at your first meeting.
