The Cheat Sheets Your Counselor Wishes You Had
Most veterans walk into their VRC meeting with nothing written down. Some bring a disorganized stack of papers. You’re going to bring professionally structured documents that answer every question before it’s asked. These templates are free. You’re welcome.
Below are 10 document templates organized by when you need them in the VR&E process. Each template includes the structure, what to include, and one example. The free versions are frameworks — they tell you WHAT to write. Get these right and you’re already ahead of 90% of applicants.
This is the single most important thing you write in the VR&E process. Your VRC evaluates your employment handicap based on how you articulate the connection between your disability and your inability to work. Bad framing = denial. Good framing = approval.

“I want to go to school” gets you a polite nod and a denial letter. “My vocational goal is Health Information Manager because my service-connected conditions prevent clinical work, and BLS data shows 28% growth with a $62K median salary” gets you approved. Same desire. Different framing.

Most VRCs have 125+ active cases. They’re reading your file for the first time 5 minutes before your meeting. This one-page sheet gives them everything they need at a glance. It’s the difference between a 30-minute approval conversation and a 90-minute interrogation.

The paperwork between application and plan approval is where most veterans lose momentum — or lose their case entirely.
The remarks section on VA Form 28-1900 is your first impression. A blank remarks section tells the VA nothing. A well-written one sets the tone for your entire case. Two to three sentences. That’s all you get. Make them count.

Circumstances change. Maybe you need to switch schools, add certifications, extend your timeline, or change your vocational goal. Veterans who don’t know they can amend their plan accept whatever they were originally given. Veterans who request amendments in writing get them.

Your VRC monitors your academic progress. Proactively sending a progress report shows engagement and gives you a chance to frame any issues before your VRC discovers them in the system.

Denials happen. Delays happen. The veterans who recover are the ones who respond in writing, with evidence, within deadlines.
A denial is not a rejection of you — it’s a rejection of your current application. The most common reason for VR&E denial is insufficient evidence of employment handicap. You don’t need a lawyer to respond. You need better documentation and a structured response.

A Congressional inquiry is not a complaint — it’s a request for status from your elected representative’s office. It forces the VA to respond within 30 days. Every veteran has this right. Few use it. The ones who do get unstuck.
