This is the legal threshold for everything in VR&E. Your counselor needs to see it documented clearly — in the specific language the VA uses to evaluate employment handicap under 38 C.F.R. Part 21. Those two statements get very different responses from the same counselor.

Most veterans do not know which track they are requesting. Their counselor makes that determination for them — and it may not align with what the veteran actually needs.
